Increase funding for basic research in Science, Engineering, Humanities, and the Arts by 5% at minimum. Increase funding for fellowships such as NIH's Training grants (T34 and T90) and the NSF NRT program for undergraduates; support funding for NSF, DOD Science & Tech. for basic research, NIH, Space Tech. Mission Directorate at NASA, Dept. Of Energy ARPA-E (Advanced Research Projects Agency - Energy); discussed NSF role regarding Giant Magellan Telescope project; advocate for LaserNetUS project funding within the Department of Fusion Energy Sciences, LaserNetUS appropriations programatic request for funding by the office of fusion energy sciences, Dept. of Energy; discussed Gulf of Mexico Methane Hydrate project funded by Dept. of Energy and programmatic request regarding re-inserting project language in the FY 20 Department of Energy appropriations bill. Fund 3-year grant programs through the Department of Health and Human Services or Department of Education to support and increase mental health treatment on college campuses. Fund 3-year grants through the Substance Abuse and Mental Health Services Administration (SAMHSA) to support suicide prevention in higher education. Support and fund programs that follow the National Institutes of Health "Train the Trainer" model. Fund 3-year grants for educational programs which decrease societal stigma of mental health diagnosis and treatment for faculty and students.

Support and pass re-authorization of the Higher Education Act that advocates for simpler FAFSA applications, gainful employment policy from universities, and an overhaul of the loan repayment system. Higher Education Act Re-authorization and Workforce Development issues including investment in STEM education financial aid, campus health and safety, sexual assault prevention; support redefining the criteria included in the Department of Education's proposed changes to regulations implementing Title IX of the Education Amendments of 1972 without the proposed language, "pervasive, Severe, and objectively effective"; do not support allowance of cross examinations in internal adjudication processes, support reverting to the standard of evidence back to "preponderance of evidence" as opposed to "Clear and convincing evidence"; support expanding the Garrett Lee Smith Memorial Grant through legislation similar to H.R. 339 from 114th Congress; Continue to increase funding for mental health programs and initiatives; Support mental health services for students. Support legislation with similar language as S.1628 "know before you owe Act" introduced in 115th Congress; support maintaining Pell grant above inflationary rates; support reauthorizing the Leveraging Education Assistance Partnership Program within the Higher Education Re-authorization act to expand student access to institutions of Higher Education and strengthen the relationship between students, states, and the federal government; discussed Congressperson's general proposal regarding study abroad opportunities for Pell grant students. Support and pass bill such as H.R. 1043 and S.460 "Employer Participation in Repayment Act of 2019" to allow employers to contribute tax-free payments towards their employees' student loans. Support and pass legislation such as H.R. 231 "Supporting America's Young Entrepreneurs Act of 2019" to encourage small business and start-up growth through no-interest deferment and loan forgiveness programs particularly in economically distressed regions. Campus sexual misconduct prevention and accountability; support H.R. 36, support H.R.761. Support use of the definition of sexual harassment described by the Equal Employment Opportunity Commission (EEOC) and the White House Task Force to Protect Students from Sexual Assault as "unwelcome conduct of a sexual nature, including unwelcome sexual advances, requests for sexual favors, and other verbal, nonverbal or physical conduct of a sexual nature" for Title IX regulations. Require universities to investigate Title IX complaints when incidents take place on and off campus.
