Medicare: Advocated to make permanent NJs imputed wage index floor policy which has provided equity and consistency in the Medicare reimbursement process for hospitals in New Jersey; Advocate for an extension of Section 508 of the Medicare Modernization Act of 2003; Prevent a 10.6% physician payment cut scheduled for July 1. Strongly oppose language included in the FY 2009 Inpatient PPS Proposed Rule that would alter the longstanding practice of applying a national budget neutrality adjustment
to the rural floor of the wage index and replace it with a state-specific budget neutrality adjustment. Support technical correction amendments (MMSEA Section 114) to provisions regarding the 25 percent threshold and the moratorium on new LTCHs; Support extension of Section 1011 of the Medicare program, which helps reimburse hospitals for emergency services provided to undocumented immigrants.
Medicaid: Advocate for extension of moratorium that prevents harmful Medicaid regulations regarding certified public expenditures, intergovernmental transfers and graduate medical education, coverage of hospital outpatient services; state provider tax laws; coverage of rehab services for people with disabilities; outreach and enrollment in schools and specialized medical transportation to school for children covered by Medicaid; and case management services that allow people with disabilities to remain in the community from being implemented by CMS that were set to expire in May 2008. Support H.R. 5613, the Protecting the Medicaid Safety Net Act of 2007, to delay implementation of the regulations until April 1, 2009.
