H.R. 2042, The Ratepayer Protection Act; Bill provides for timely judicial review of EPA's final 111(d) rule for existing power plants, referred to by the agency as the Clean Power Plan, before the states are compelled to comply. It also insures that no state will be forced to implement a state of federal plan of the rule if the governor finds it would significantly harm energy affordability or reliability.
Renewable Fuel Standard (RFS); EPA proposed to require refiners to blend 14 billion gallons of corn ethanol for 2016, short of the 15 billion called for under the RFS.
