Tracked comprehensive health care reform bills in the House and Senate, and lobbied in favor of tax credits for small businesses and tax-exempt employers to make employee coverage more affordable. The House passed health care reform on March 21 along with a smaller reconciliation bill containing changes. The Senate passed the reconciliation bill March 25. Both bills have been signed into law.

Lobbied in favor of a provision in The Hiring Incentives to Restore Employment (HIRE) Act that grants a $13 billion payroll tax exemption for corporate and nonprofit employers that hire workers who had previously been unemployed for at least 60 days. Companies and nonprofits would get an additional $1,000 tax credit for every new worker retained on the payroll for at least a year. The House passed the HIRE Act on March 4 with changes, and the Senate passed it March 17.

Joined coalition led by the U.S. Chamber of Commerce urging Congress to enact legislation to provide much-needed pension funding relief and provide greater financial stability for companies and associations struggling through the economic downturn. Pension funding relief was included in the American Workers, State, and Business Relief Act of 2010 (H.R. 4213), which the Senate passed March 10, but the House-passed version of H.R. 4213 does not have the funding provisions in it.

Monitored status of statutory PAYGO bill (H.R. 2920) that requires most new tax cuts and spending increases be budget neutral, not adding to the deficit. Bill passed the House in July 2009, and on Jan. 28, 2010, the Senate voted in favor of adopting statutory PAYGO and creating a bipartisan commission by executive order to make recommendations to address the long-term budget crisis.

Originally passed in 1989, the law required employers that assign company-owned cell phones to track and pay federal income taxes on personal calls made by employees from a company phone.

Joined coalition led by U.S. Travel Association in support of S. 1023, the Travel Promotion Act, which creates a nonprofit corporation to boost tourism from abroad. Bill passed the Senate last year but for procedural reasons, had to originate in the House. The House passed the bill Oct. 7, 2009, and the Senate passed it Feb. 26, 2010.

Senators Ron Wyden (D-OR) and Judd Gregg (R-NH) introduced a comprehensive tax reform proposal (S. 3018) Feb. 23 that would consolidate tax brackets for individuals, eliminate the alternative minimum tax (AMT), and replace the current corporate tax scale with a single flat rate of 24 percent.
