GMO Labeling - Texas Farm Bureau supported passage of legislation to pre-empt state laws which would enact a patchwork of conflicting regulations related to food labeling. Agriculture needs clarity with respect to technology access that only a single, federal standard can provide.

TFB opposed S.J. Res 28 which would overturn statutorily required imported catfish inspection by the United States Department of Agriculture Food Safety Inspection Service. Instead it would transfer inspection to the Food and Drug Administration. Keeping the inspection with FSIS provides more safety to consumers and helps protect domestic production from a devastating loss of finding adulterated fish on dinner tables. TFB also opposed the misuse of the Congressional Review Act to circumvent Congressional Intent.

Texas Farm Bureau supports passage of HR 3957 to the US House of Representatives. The bill would temporarily allow citrus growers to expense the cost of replanting groves that have been destroyed by citrus greening.

Texas Farm Bureau supports passage of HR 5226. The goal of this legislation is to ensure transparency by requiring regulatory agencies to maintain written, electronic and social media information on pending regulatory actions. This legislation requires agencies to maintain all public communications associated with guidance, policy statements, directives, rule making and adjudications for a period of no less than 5 years.

Texas Farm Bureau supports HR 5883 in the Agriculture Committee and the U.S. House of Representatives.
P&S was enacted to prohibit unfair, deceptive, or discriminatory practices by market agencies dealers, stockyards, packers, swine contractors, and live poultry dealers in the livestock and poultry industries. In todays technology-driven farm and ranch businesses, livestock producers increasingly rely on new electronic marketing methods to access more buyers and improve efficiency of sales transactions. However, the applicability of the P&S law has been unclear for internet auctions and other digital sales. Additionally, payment methods by electronic funds transfer were not clearly covered by the law.
H.R. 5883 makes two specific revisions:
Clarifies that P&S Act requirements apply to online and video auctions that charge a commission or other fee and provide means to handle funds due to sellers.
Explicitly allows modern electronic payment methods as an option for meeting prompt payment requirements.
