Lobbied for including the following provisions in the final conference report: funding 150 account at $38.6 billion for FY'09 (international affairs); include House Report language supporting non-proliferation and staffing increases for the State Department; include House higher spending level for FY '09 and Senate higher spending level for FY '10 for domestic human needs, include $1 billion over the President's request for Indian Health Services; cut $60 billion from 050 Military Account. State and Foreign Operations Appropriations Bill for FY09
Lobbied for: Civilian Stabilization Initiative ($249 million for Office of the Coordinator for Reconstruction and Stabilization and Civilian Response Corps); USAID Operating and Expenses Account ($767 million which includes 300 new employees); Diplomatic and Consular Programs Account ($4.2 billion which includes funding for 1,000 new Foreign Service Officers); Contribution to International Organizations Account ($1.53 billion to support U.S assessed contribution to UN and related international organizations); Contribution to International Peacekeeping Activities Account ($2.1 billion to support U.S. assessed contribution to international peacekeeping operations); Reconciliation Programs Account ($50 million to support peace and reconciliation work); humanitarian provisions on landmines and cluster bombs ($79 million for demining work and include report language directing the State Department to use funds towards removing unexploded cluster submunitions in Laos); inclusion of report language from FY08 foreign operations bill prohibiting military assistance to any government recruiting child soldiers; inclusion of report language from FY08 foreign operations bill banning a long term U.S. basing agreement in Iraq; and to require all foreign military assistance be provided through the State and Foreign operations appropriations bill, with oversight from the Foreign Affairs Committee.
