Funding and implementation of energy programs found in Title IX of
the Food, Conservation, and Energy Act of 2008 (Pub. L. 110-234).

Specifically to ensure that mandatory funding remains whole, that any potential discretionary funding is also provided if possible (e.g., Administration's budget request to add small amount of discretionary funding to the Section 9007/REAP program), and to have USDA issue its final regulation on Section 9003, which is favorable to historically eligible parties but also for renewable chemicals in light of changes to the most recent farm bill.
