In Q1 2023, Upstream USA lobbied in support of an appropriations request that Upstream is requesting to have included under the Labor, Health, and Human Services appropriations subcommittee in both the House and the Senate. This FY24 appropriations request would fund contraceptive care training and technical assistance in primary care settings (specifically Federally Qualified Health Centers) under the Bureau of Primary Health Care at HRSA at $50M. No bill number is available at this time, as the budget has not been finalized or released, nor can it be referenced in past bills as it would be a new provision. Other activities include meeting with various Congressional offices in person and via Zoom to discuss our request, submission of appropriations requests to offices, as well as coordination and circulation of an e-Dear Colleague letter and Outside Witness Testimony group sign on letters. In parallel, Upstream encouraged Congressional offices to support an increase in Title X funding.

Upstream USA also worked with Senate staff by drafting legislative text for a standalone bill (not yet introduced, so no bill number available) that would authorize funding for contraceptive care training and technical assistance in primary care settings in the amount of $50M. This effort included drafting text as well as receiving technical assistance from CMS and HHS.
