S. 3797/H.R. 6977, the Small Packer Overtime and Holiday Fee Relief for COVID-19 Act of 2020
We support passage of this legislation as it will provide funding to help cover a portion of the overtime expenses for USDA inspectors required to be paid by very small and small processing facilities if they operate over 40 hours per week.
We also supported the inclusion of the following in another round of COVID-19 legislation:
Provide any necessary personal protective equipment (PPE) to meat packing facilities to ensure the safety of those who are working so hard to process the livestock produced by our members and needed by the rest of the nation and world.
Support funding for an indemnity program to help compensate producers who have had to make the heart-wrenching decision to euthanize animals.
Support efforts to provide monetary assistance to those contract producers who dont own the animals but are contracted to care and feed them. Those producers were unfortunately left out of USDAs Coronavirus Food Assistance Program (CFAP) but will likely still see monetary losses due to fewer or even no animals running through their facilities.
Include another round of funding for our states cattle and dairy producers who make up billions of dollars in economic activity in our state.
Ensure any payment limits, if needed, would be significantly increased to realistically capture the capital needed in all segments of the livestock industry.
We supported legislation which would provide additional funding for the Small Business Administrations (SBA) Paycheck Protection Program (PPP). Outside of simply adding more funds to the program, we also supported the following changes be made to the program:
NEFB asked Congress to ensure that sole proprietors who file a Schedule F are eligible to participate in PPP.
We also supported efforts to ensure profits from farm equipment trades that are reported on Form 4797 be included in that calculation of income.
Lastly, we supported the inclusion of rental payments farmers and ranchers make on a variety of business-related items including equipment, land, and other items be an eligible expense in the program.
