3. H.R. 748 - This bill responds to the COVID-19 (i.e., coronavirus disease 2019) outbreak and its impact on the economy, public health, state and local governments, individuals, and businesses. DIVISION A--KEEPING WORKERS PAID AND EMPLOYED, HEALTH CARE SYSTEM ENHANCEMENTS, AND ECONOMIC STABILIZATION
This division establishes the Paycheck Protection Program to provide eight weeks of cash flow assistance to small businesses through federally guaranteed loans to employers who maintain their payroll. Such assistance shall be to cover costs such as payroll, paid sick leave, supply chain disruptions, and employee salaries. The division further provides that certain amounts owed on such loans are eligible to be forgiven.
The division also authorizes the Small Business Administration (SBA) to provide advances on SBA emergency disaster loans for small businesses that have applied for such loans due to the COVID-19 pandemic.
Additionally, the division requires the SBA to pay all principal, interest, and fees on certain new and existing SBA loans for a period of six months.

We continue to work toward increasing utilization of minority- and women-owned businesses in the Board's procurement process; and promoting transparency and awareness of diversity policies and practices at regulated institutions.

2. H.R. 6491 - Eliminating Barriers to Rural Internet Development Grant Eligibility Act or the E-BRIDGE Act
This bill authorizes the Department of Commerce to award economic development grants for public-private partnerships and certain consortiums to carry out specified broadband projects.
Such projects shall be to provide, extend, expand, or improve high-speed broadband service through (1) planning, technical assistance, or training; (2) land acquisition or development; or (3) acquisition, construction, or improvement of facilities.
Title to real or personal property acquired or improved with grant funds, or another acceptable possessory interest, must be vested in a public partner or eligible nonprofit organization or association for the useful life of the project. In addition, grant funds may be combined with amounts made available under any other federal program, and Commerce may provide credit toward the non-federal share of a broadband project's cost.
