Discussions include equity in funding for TCUs (1994 land grant institutions) within in land grant funding. Discussions focused on lack of IT infrastructure and broadband access in rural communities and Indian Country. AIHEC proposed the creation of a TCU IT Service Fund within the Rural Utility Service (RUS). In response to the ongoing COVID-19 pandemic, advocacy included outreach to NTIA during the implementation of the recently created Tribal Connectivity Fund and Connecting Minority Communities program, both created by the American Rescue Plan Act of 2021 (H.R. 1319/P.L. 117-2).

Ongoing discussion regarding FY 2022 funding requests. Relevant appropriations bills include: Agriculture (land-grant institutions), Interior-BIE (operating grants and technical assistance needs), Labor-HHS (HEA Title III TCU program); increased funding for Pell Grants; tribal postsecondary career and technical institutions (Perkins Act); Commerce, Justice, and Science - NSF-TCU Programs; Energy and Water Development - increase funding for the National Nuclear Science Administration (NNSA) Minority Serving Institutions Partnership Program (MSIPP) to include expanded TCU involvement. In response to the ongoing COVID-19 pandemic, AIHEC is working with relevant federal agencies on the implementation of TCU provisions within the American Rescue Plan Act of 2021 (H.R. 1319/P.L. 117-2).

Ongoing discussions regarding proposed amendments to the reauthorization of the Higher Education Act and the Tribally Controlled Colleges and Universities Assistance Act. Proposed changes include changes to the TCU portion of the HEA Title III program (section 316), authorization of a new TCU Native Language program, new TCU Graduate Level program, and modernization of the TCU facilities report and program (TCCUAA update), and new executive order on TCUs (to be codified through legislation). In response to the ongoing COVID-19 pandemic, AIHEC is working with the Department of Education (ED) on the implementation of TCU provisions within the American Rescue Plan Act of 2021 (H.R. 1319/P.L. 117-2). Additionally, AIHEC is requesting flexibility from ED in the use of COVID relief funds to address pandemic related facilities issues on TCU campuses. In the development of the Build Back Better Plan, AIHEC provided feedback to the HELP committee and House Ed and Labor committee on higher education provisions regarding TCU specific provisions in the following programs: tuition free community college program, retention and completion grants, MSI research and development infrastructure program, and TCU investments funding.

Ongoing discussions to expand understanding and recognition of tribal sovereignty and federal trust responsibility to federal recognized tribes and the tribal colleges they charter. Discussions included efforts to maintain existing programs and development of new program to increase capacity of TCU to better serve students and tribal communities. New programs proposed: TCU Native Language program, TCU Graduate level program, and modernization of TCU facilities report and program. In response to the ongoing COVID-19 pandemic, AIHEC is working with relevant federal agencies on the implementation of TCU provisions within the American Rescue Plan Act of 2021 (H.R. 1319/P.L. 117-2).
AIHEC provided feedback to Senate Indian Affairs Committee member offices regarding TCU priorities within the Build Back Better Plan. Specific feedback was provided on TCU provisions within the Tuition Free Community College program, Retention and Completion Grants, and MSI Research and Development Infrastructure Funds, and TCU Investment funds.

AIHEC is provided feedback on the recently introduced Native VetSuccess at Tribal Colleges and Universities Pilot Program Act (H.R. 2878). The bill will expand the current VetSuccess on Campus program to Tribal Colleges and Universities. AIHEC contacted select Senate offices to request and support the introduction of a Senate companion bill. To date a Senate bill has not yet been introduced.

Both programs include TCU provisions to aid in the expansion of TCU broadband access.
