The IBEW met with Senate staff to express concerns over EPAs new NSPS for GHG emissions from new fossil-fueled electric generating facilities. As proposed, the rule can only be met by natural gas combined cycle or coal-fired plants with carbon capture and sequestration (CCS). As CCS does not yet exist on a large-scale commercial basis, the rule would end the construction of new state-of-the art coal plants in the United States.
Even if proven viable, EPA estimates CCS would raise the cost of electricity by 80 percent

The IBEW continued to oppose efforts to overturn President Obamas Executive Order that encourages the use of project labor agreements (PLAs) on federal construction projects. The IBEW strongly supports the use of PLAs in both the private and public construction. PLAs typically save taxpayer dollars by including accelerated dispute resolution procedures; standards regarding the hiring of local workers and minorities; and apprenticeship training.

H.R. 273, sponsored by Rep. Ron DeSantis (R-Fl), would extend the two-year pay freeze for federal employees, by eliminating a 0.5% pay increase that is scheduled to go into effect after the current Continuing Resolution expires on March 27, 2012. Federal employees costs of increased retirement contributions and two-year pay freeze amount to $103 billion. The IBEW is opposed to any further pay freeze of federal workers salary.

The IBEW urged the Senate to support the Merkley-Udall package of changes to the current filibuster rules. Proposed changes include, but are not limited to, eliminating the filibuster on a motion to proceed; requiring that those wishing to block legislation or nominations must take the floor and actually filibuster; require that 41 Senators must affirmatively vote to continue to debate rather than forcing 60 Senators to vote to end debate.

The IBEW is concerned about the negative impact of both the Continuing Resolution and Sequestration on Navy operations. Sequestration will require the Navy to cut $4billion from its Operation and Maintenance budget and will have a negative impact upon our members in government shipyards. IBEW joined with members of the Metal Trades Department, AFL-CIO in meeting with as many of Members of Congress to discuss the effects of Sequestration on our members.

The IBEW urged Senators to vote No on amendment no. 3376 (Paul, R-KY) to substitute amendment no. 3395 (Reid, D-NV), that would prohibit supplemental funds from being used to administer or enforce certain prevailing wage-rate requirements for public works projects under the Davis-Bacon Act (PL 71-798).

The IBEW lobbied the Housing and Urban Development (HUD) Department in support of a review of the bidding process for the City of Galveston (TX) Main Waste Water Treatment Plant. The plant was severely damaged during Hurricane Ike in 2008 and must be rebuilt. Financing is being provided through Community Development Block Grants (CDBGs) from HUDs $3.1 billion fund approved by Congress for Texas following the 2009 disasters caused by Hurricanes Dolly and Ike.

The IBEW supported the Coats-Manchin Amendment (#514) to the Senate Continuing Resolution (CR) that would have allowed the President of the United States to grant, on a case-by-case basis, a fifth year for coal-fired electric generating stations to comply with EPAs new Mercury and Air Toxics Standard (MATS). The amendment was defeated on March 23, 2013 on a vote of 46 yes to 53 no.

The IBEW opposes any new guest worker programs and urges Congress to establish strong labor protections, including wage floor provisions, when expanding the use of visas to fill labor shortages.

The IBEW urged the Department of Energy to approve a Non-Free Trade Agreement (NFTA) export license (FE Docket No. 12-32-LNG) for Jordan Cove Energy Project. If approved, Jordan Cove plans to construct a $5.7 billion liquefied natural gas (LNG) export facility near Coos Bay, OR. Building this facility will create an average of 900 construction jobs over 42 months with permanent employment expected to be around 150 workers.

The IBEW supported the Hoeven-Baucus Amendment (#494) to the Senate Continuing Resolution which recognized that construction of the Keystone XL Pipeline would contribute to manufacturing, job growth, and greater access to North America for the oil refining sectors. The amendment was approved on March 23, 2013 on a vote of 62 yes to 32 no.

The IBEW met with Democratic House freshmen to express concerns regarding the TPP FTA. The IBEW opposes the TPP FTA in its current form, including the recent inclusion of Japan. The IBEW urged freshmen Members to sign-on to a letter to Democratic Leader Nancy Pelosi (D-12-CA) and Ways and Means Ranking Member Sander Levin (D-9th-MI) critical of the proposed agreement, as well as Trade Promotion Authority, better known as fast track.

The IBEW continued to participate in lobbying efforts of the Citizen Trade Campaign to convey labors concerns with the Trans-Pacific Partnership to Members of Congress. Our concerns center around the lack of transparency in the negotiations of this Trade pact. The secrecy has been unprecedented with Congress unable to get a copy of the text. The IBEW along with members of the Citizens Trade Campaign lobbied Members of Congress to convey our concerns over these issues.
