S. 2943/H.R. 4909 - the FY 2017 National Defense Authorization Act (NDAA), Sections 234 and 240. Section 234 authorized a pilot program for funding select modernization initiatives for legacy Electronic Warfare systems. AOC is asking for clarification of congressional intent to enable of certain funds authorized for sustainment of EW systems to be used for modernization intiatives under the pilot program. Section 240 requires a comprehensive Electronic Warfare Strategy. AOC calls for Congress to determine this section as satisfied due to the release of an official DoD Electronic Warfare Strategy on January 19, which renders this section duplicative.
AOC also submitted serveral recommendations for considertation in the FY 2018 National Defense Authorization Act, including the following P1 - Clarification in use of funds authorized for sustainment of EW systems to be used for modernization
P2 - Report/Briefing to Congress on advancing EO/IR Threats and development of EO/IR Countermeasures
P3 - Inclusion of EW in Rapid Acquisition Authority
P4 - Waiver of JROC for certain EW systems
P5 - Report/Briefing for Congress on state of EW test and training ranges
P6 - Fund for Joint Testing and Experimentation of Advanced EW and Directed Energy Technologies (fund to assist in funding joint testing and experimentation to limit the need to scrape together funding from disparate accounts).
Made communication with select Members of Congress (House of Representatives) to discuss drafting and introducing new legislation in the 115th Congress that is similar to H.R. 4851, the Electronic Warfare Capabilities Enhancement Act, from the 114th Congress. Specifically requested consideration of including three sections from H.R. 4851 in new legislation. Section 2 -Fielding Electromagnetic Spectrum Warfare Systems and Electronic Warfare Capabilities, Section 3 - Inclusion of Electronic Warfare Programs in the Rapid Acquisition Authority Program, and Section 4 -Authority to Waive the Joint Requirements Oversight Council for Certain Electronic Warfare Programs.
