H.R. 1268 - "Emergency Supplemental Appropriations Act for Defense, the Global War on Terror and Tsunami Relief for FY 2005. Maritime coalitions requested help from President Bush to support a temporary waiver of the "Jones Act" as applied in section 27 of the Merchant Marine Act of 1920 agricultural shipments due to the catastrophic effects of Hurricane Katrina. H.R. 1588 - National Defense Authorization Act for FY 2004, the Maritime Security Act of 2003(MSA). The MSA 2003 authorizes the creation -Contd

Met with the other maritime coalitions to preserve existing laws which authorize programs which provide jobs for AMO members on US Flag vessels.
Those programs consist of cabotage, cargo preference and direct subsidies (Maritime Security Program - MSP) to US Flag vessels in the international trades of the US.
Met with coalitions to discuss protecting the cabotage laws. AMO is on the board of directors of the Maritime Cabotage Task Force (MCTF).
Met with maritime coalitions regarding issues American cabotage laws and ownership, building and crewing U.S.-flag vessels).
Maritime Security Program: Worked with other U.S. maritime labor and industry interests to secure Democratic and Republican signatures on House and Senate "Dear Colleague" letters in support of the Maritime Security Program (MSP) for FY 2005.
Met with the Maritime Administration (MARAD) and Department of Transportation (DOT) staff members on various issues concerning the membership of American Maritime Officers.P.L.-480 Program, Title XI (Shipbuilding Loan Guarantees), Ship disposal and the Maritime Security Program.
Met with maritime industry coalitions led by the MCTF to discuss having administrative procedures established for the orderly consideration of requested waivers of the maritime cabotage laws.
Met with maritime industry to discuss waiver of the Jones Act. The Department of Homeland Security was able to waive the Jones Act for the limited purposes of carrying petroleum products nationwide through the 19th of September. Also waived was the Jones Act restriction on the draw down of oil from the Strategic Petroleum Reserve.
Met with the Department of Defense (DOD) regarding the U.S. Navy's Military Sealift Command and contract mariner jobs.
There were non-active periods in July (4 -8), August 1- September 2 - summer recess.
