Advocated for changes to interim rules for maintaining grandfathered health plan status under the new healthcare law. ASAE has asked for exceptions allowing small and medium-sized employers to retain grandfather status even if they make cost-saving changes to their plans before the exchanges are ready in 2014, provided they do not reduce the per-employee amount they pay for insurance.

Monitoring Department of Health and Human Services (HHS) proposal to amend a final rule to include individual and group health plans sold through associations in the new rate review process required by the Patient Protection and Affordable Care Act. Comments were due to HHS on the final rule by July 18. ASAE submitted comments defending the treatment of associations health plans (AHPs) as state regulated benefit plans.

ASAE is particularly interested in possible changes to how a filing organizations payments to management companies and other third parties should be reported on the Form 990 and possible changes to the threshold for for reporting compensation to key employees and other top executives.
