Discussed the need to monitor implementation of H.R. 2029, the Cybersecurity Act of 2015, and H.R. 22, the Fixing Americas Surface Transportation Act.
Discussed issues of importance to public power in H.R. 8, the North American Energy Security and Infrastructure Act of 2015, including provisions on capacity markets, grid security, distributed generation, energy efficiency, hydropower licensing reform, pipeline permitting, reliability, and geomagnetic disturbances/electromagnetic pulses.
Discussed issues of importance to public power in S. 2012, the Energy Policy Modernization Act of 2015, including provisions on capacity markets, grid security, distributed generation, energy efficiency, hydropower licensing reform, pipeline permitting, and reliability. Lobbied in support of S. 2012.
Discussed issues surrounding distributed generation and concerns with attempts to federalize what is a state/local jurisdictional issue.
Advocated on the need for small utilities that are defined as small businesses under the Small Business Regulatory Enforcement Fairness Act to get appropriate consideration under any pending and future EPA and FERC regulations. Worked to ensure that S. 1536, the Senate companion bill to H.R. 527, includes language to fix Small Business Administration size standard issue.
