Communicated concerns related to, and ways to avert adverse effects of, the International Maritime Organization's (IMO) sulfur reduction rule for marine fuels effective January 1, 2020. This includes a request that the administration restore the Northeast Home Heating Oil Reserve to its statutory capacity of 2 billion gallons, see 42 USC 6250(a). Generally supported federal biofuels programs. Encouraged introduction of legislative reforms to the Renewable Fuel Standards (RFS) that help develop cellulosic feedstocks for use in distillate fuel markets and increase supplies of biomass-based diesel fuels in the Northeast. Opposed use of Small Refinery Exemptions and supported related legislation including the RFS Integrity Act, H.R.3006 and S.1840.
