Monitor and evaluate federal initiatives, both authorizing and appropriations related, and regulatory matters regarding: international conservation and foreign assistance funding; the Arctic region; illegal, unreported and unregulated fishing; wildlife trafficking; and climate change. Specifically: appropriations regarding international conservation and foreign assistance funding; federal funding for international wildlife conservation; implementation of the National Strategy on Wildlife Trafficking and the END Wildlife Trafficking Act; efforts to prevent pandemics at the source; efforts to promote tropical forest conservation and prevent deforestation and illegal timber trade and illegal, unreported and unregulated fishing; and provisions regarding these matters included in the draft House and Senate Budget Resolutions and House and Senate FY 2023 funding bills, as well as supplemental funding bills for COVID-19 response.
Other Specific Activities:
FY2023 International Affairs Budget and State, Foreign Operations - support robust international affairs budget including maintaining current biodiversity conservation and climate spending and specific advocacy for the Global Environment Facility, the Green Climate Fund, and the Tropical Forest Conservation Act; anti-wildlife-trafficking and anti-poaching funding, CARPE funding, and funding to implement the Lacey Act and address ocean plastics pollution through USAID; support funding for State INL to address wildlife trafficking; support USAID funding to address IUU fishing; support language on international response to COVID-19 causes and impacts, including programs to prevent pandemics at the source; support language on strengthening safeguards for activities in parks and protected areas.
FY2023 Budget for Interior, Environment and Other Programs - support robust funding for U.S. Fish & Wildlife Services Law Enforcement and International programs, including the Multinational Species Conservation Fund, International Affairs and Office of Law Enforcement; support funding for other Interior/Environment programs, including National Park Service International Program, Forest Service Office of International Programs, Endangered Species Act, Land and Water Conservation Fund, EPA, and international wildlife conservation funding; support language restoring protections to the Arctic Ocean and Arctic National Wildlife Refuge from oil and gas development; support language protecting Bristol Bay from upstream mining; support language on USFWS activities to respond to COVID-19 causes and impacts; support language to establish a robust recycling regime in the U.S and improve systems to prevent plastics pollution and materials waste; support language on strengthening safeguards for activities in parks and protected areas; support dedicated funding for conservation and restoration of black-footed ferrets.
FY2023 Commerce, Justice and Science Budget - support funding and report language for programs addressing illegal, unregulated and reported (IUU) fishing and NOAA programs in support of marine mammal conservation.
FY2023 Agriculture Budget - support funding for Farm Bill conservation programs and programs to improve food safety and security and monitor, prevent animal/human disease transmission, and reduce food loss and waste.
FY2023 Department of Homeland Security Budget - support report language on funding to combat illegal fishing.
FY2023 Financial Services Budget - support report language to extend the Save Vanishing Species Semi-Postal Stamp.
FY2023 Budget for Energy and Water Development, and Related Agencies - support report language protecting Bristol Bay, Alaska from explorative drilling in Pebble Mine; support language establishing robust recycling regime in the U.S.
