Supporting funding for economic development of Dayton, Ohio, region; supporting the fiscal year 2021 Presidents Budget Request for $23.5 million in military construction (MILCON) for a new Hydrant Fuel System at Wright-Patterson Air Force Base; urging the administration to include additional mission-related MILCON funding at Wright-Patterson Air Force Base and Springfield Air National Guard Base in future budget requests; supporting the following military construction projects at Wright-Patterson Air Force Base: Acquisition Management Complex Phase V, Human Performance Center Laboratory, Bionanotronics Research Center Lab, NASIC Intelligence Support Facility (ISF); supporting the following military construction project at the Springfield Air National Guard Base: Solar and Battery Storage; amending Title 10, United States Code, to give the service secretaries the authority to enter into a limited number of leases for up to five years for office and laboratory space to meet exigent needs; ; supporting the planning process for the construction of an expanded I-675/Grange Hall Road interchange serving Wright-Patterson; supporting H.R. 3703, the Retired Military Member Appointments to the Department of Defense Act, (all); supporting S. 2115, to amend title 5, United States Code, to modify the period after retirement for authority of the Department of Defense to appoint retired members of the armed forces to positions within the Department after retirement (all); supporting legislation to study including within the boundaries of the Dayton Aviation Heritage National Historical Park the Arnold House and Foulois House on Wright-Patterson Air Force Base; supporting legislation to include within the boundaries of the Dayton Aviation Heritage National Historical park several parcels of land adjacent to the existing core parcel in West Dayton totaling less than one acre; supporting amending Title 10, United States Code, to authorize the National Museum of the United States Air Force to offer recognition opportunities (including naming rights) to donors; supporting allowing Foreign Military Sales (FMS) surcharge funds for construction or lease payments leading to construction at Wright-Patterson Air Force Base or leasing space off-base to support Wright-Patterson-related FMS activities; supporting requiring a baseline study on military construction funding for defense acquisition functions, including science and technology; supporting funding and operation of the Air Force Minority Leaders Research Collaboration Program (ML-RCP) by the Air Force Research Laboratory; urging the Defense Department to use the Department of Defense Acquisition Workforce Development Account (formerly Defense Acquisition Workforce Development Fund-DAWDF) for workforce development in intellectual property (IP) management and protection; amending the Defense Production Act to restore the ability of the President to delegate authority to the Department of Defense for making determinations under Title III of the Defense Production Act ; urging the Air Force to create a new funding line for research activities of the Air Force Institute of Technology (AFIT) through Air Force Research, Development, Test, and Evaluation (RDT&E) accounts; amending Title 17, United States Code, to provide parity to military and civilian faculty of defense educational institutions on copyright ownership; supporting the Department of Veterans Affairs implementation of a Memorandum of Agreement (MOA) signed in 2017 to establish a history office and heritage center (VA History Center) in restored historic buildings on the campus of the Dayton Veterans Affairs Medical Center in West Dayton; urging the Department of Veterans Affairs to issue the documents necessary to formally create the VA history office; urging the National Park Service to continue the process to purchase the two original Wright Company Factory buildings for the Dayton Aviation Heritage National Historical Park; urging the National Park Service to complete a Design Concept Plan and Historic Structure Report for the Wright Factory Company building and Cultural Landscape and Historical Structures Reports for Hawthorn Hill within the Dayton Aviation Heritage National Historical Park; supporting standard Department of Defense guidance to contracting officers that would encourage maintaining continuity in the defense industrial base when military installations are restricted under the declaration of a public health emergency; supporting fiscal year 2019 Defense-Wide appropriations targeted toward workforce training for Industry 4.0 to maintain U.S. defense-related manufacturing capability; supporting the Air Force SBIR/STTR Center for Excellence; supporting maintaining on Wright-Patterson Air Force Base the space missions of the National Air and Space Intelligence Center.
