Communicate COVID 19 impacts and request needs - including keeping ports open, making sure federal meat inspectors are on the job, the supply chain is not disrupted.
Request COVID 19 relief - Section 232 and 301 tariff relief in COVID stimulus, Small Business Administration loan programs, assistance getting H-2A visa workers get to the United States; monitor parts of the supply chain impacted by COVID, including meat packing plant operations, ethanol production and demand, dairy processors, and lower cash prices for farm products. Also monitor availability and movement of feed, seed, fertilizer, and crop protectants. Support Federal Motor Carrier Safety Administration emergency declaration to provide hours of service (HOS) regulatory relief. Request a federal waiver to HOS rules for flexibility for transportation within the food and agriculture sector. Request USDA-Agricultural Marketing Service to monitor markets.

COVID impacts on agriculture. USDA must have authority to function as a federal backstop. Increase CCC funding to meet needs of farmers. Re-open ARC-PLC enrollment - explore advanced payments on ARC or PLC before the end of the crop year. High priority to expand broadband infrastructure into rural areas, while preserving landowner rights. Provide immediate, accessible unsecured credit to businesses to cover payroll, rent, and other costs during this crisis. Extend crop loans, reduce the interest rate set in January and consider restructuring loans to follow the governments fiscal year. Provide financial protections for milk producers who are forced to dispose of milk due to milk processor shutdowns, worker shortages or other COVID-related supply chain disruptions requiring producers to dump milk. Suspend filing of federal tax returns and the payment of taxes for the duration of the pandemic. Provide financial assistance to companies that produce renewable fuel.
Request congressional offices ask Federal Motor Carrier Safety Administration to expand and extend the hours-of-service relief from farm-to-fork, specifically by including raw and processed agricultural commodities, animal food and feed ingredients, processed food and food ingredients, honey bees and farm supplies (such as seed, fertilizer and other agricultural products and chemicals needed by farmers to grow crops) to adequately preserve the resiliency of our nations food supply during the pandemic.
