H.R. 1843 and S. 988 - the Save our Small and Seasonal Businesses Act of 2007; H.R. 5233 - Giving Relief to Our Small Businesses Act; H.R. 5495 - Relief for America's Small and Seasonal Businesses Act; H.R. 5849 - Seasonal Workforce Assistance Act. NCA lobbied for the passage of each of these bills which would have provided an extension of the returning worker exemption for former H-2B workers.

We opposed the broadening of the definition of "key employee" and the inclusion of the top 5 highest compensated employees who were not key employees on the income disclosure portions of the new form.
