Agricultural Disaster Assistance (S. 141 & H.R. 1454): Legislation that would reinstate and fund agricultural disaster assistance programs authorized under the 2008 Farm Bill and extended through September 30, 2013. The programs covered include the Livestock Indemnity Program, Livestock Forage Program, Emergency Assistance for Livestock, Honey Bees, and Farm-raised Fish Program, Noninsured Crop Disaster Assistance Program and Tree Assistance Program. Severe drought afflicted areas of Missouri in 2011 and the entire state in 2012. Therefore, the organization supports the bills.
"Egg Products Inspection Act Amendments of 2013" (S. 820/H.R. 1731): Legislation that would amend the Egg Products Inspection Act to revise housing requirements and treatment of egg-laying hens and related enforcement provisions. It also includes labeling requirements for eggs and new air quality standards for hen houses. The organization is concerned about federal legislation mandating production practices.
Passage of a comprehensive, multi-year farm bill is a priority for the organization. Among other purposes, a new farm bill should strengthen the federal crop insurance program, offer a choice of safety net options within the commodity title, and reinstate disaster assistance programs for livestock producers. The organization supported H.R. 1947 "Federal Agriculture Reform and Risk Management Act" and S. 954 "The Agriculture Reform, Food and Jobs Act of 2013".

FY 2014 Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriations Bill (H.R. 2410/S. 1244): Legislation that provides funding for the U.S. Department of Agriculture and Food and Drug Administration. Of interest to the organization are funding for USDA's Agriculture in the Classroom program and provisions affecting the administration of farm and conservation programs as well as animal health and meat inspection programs.

Marketplace Fairness Act of 2013 (S. 336/H.R. 684): Legislation that would allow each member state under the Streamlined Sales and Use Tax Agreement to require all sellers not qualifying for a small-seller exception to collect and remit sales and use taxes with respect to internet sales. Remote sellers with less than $1 million annual sales are excluded; those who are above the threshold would be provided software for collecting the tax. (continued)

S. 175: A bill to amend the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) to clarify that the lawful application of pesticides under FIFRA does not trigger regulatory requirements in other programs such as the Clean Water Act. The organization is concerned about the potential for duplicative permitting requirements, thus approves of the proposed clarification. (continued)
Reducing Regulatory Burdens Act of 2013 (H.R. 935) and "Sensible Environmental Protection Act of 2013" (S. 802): Bills that amend the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (CWA) to clarify that CWA permits are not needed when a pesticide is applied in accordance with a FIFRA-approved label. The organization is concerned about the potential for duplicative permitting requirements, thus approves of the proposed clarification.

Jobs and Premium Protection Act of 2013 (H.R. 763/S. 603): Legislation to repeal section 9010 of the Patient Protection and Affordable Care Act, which establishes an annual fee on health insurance providers beginning on January 1, 2013. The organization is concerned the fee or tax will result in higher health care premiums for farmers, ranchers and small business owners as providers pass on their increased costs. (continued)
American Job Protection Act (S. 399/H.R. 903): Legislation that would repeal certain sections of the Patient Protection and Affordable Care Act which impose fines on large employers who fail to offer full-time employees the opportunity to enroll in minimum essential health insurance coverage and require large employers to file a report with the U.S. Treasury Department.
The organization does not support the mandates on individuals and employers contained in the Patient Protection and Affordable Care Act.

Reinvesting in Vital Economic Rivers and Waterways (RIVER) Act of 2013 (S. 407): A bill to provide funding for inland and intra-coastal waterway infrastructure construction and major rehabilitation projects. Among other purposes, S. 407 preserves the existing 50-50 cost-share formula between industry and the federal government for new lock construction and rehabilitation projects, but adds a cost-share cap on lock construction in an effort to keep projects on budget. Waterborne transportation is essential to moving agricultural commodities and inputs, thus the organization generally supports the bill.
Waterways are Vital for the Economy, Energy, Efficiency, and Environment Act (WAVE Act) of 2013 (H.R. 1149): Legislation that would prioritize construction and major rehabilitation projects carried out by the U.S. Army Corps of Engineers (Corps) and reform the Corps project delivery process, among other things. Additionally, the bill would increase the current user fee paid by the navigation industry to fund infrastructure investments. As noted for S. 407, waterborne transportation is essential to moving agricultural commodities and inputs, thus the organization generally supports the bill.
Water Resources Development Act (WRDA) of 2013 (S. 601): Legislation that would authorize and establish funding levels for projects carried out by the Corps pertaining to inland and intra-coastal waterways and ports/harbors. In general, the organization supports WRDA as a means to ensure waterborne transportation remains efficient, reliable and competitive.
Marine Highway Program: The Port of Kansas City is urging the U.S. Maritime Administration, an agency within the U.S. Department of Transportation, to designate the stretch of the Missouri River between Kansas City, Missouri, and Sioux City, Iowa, as the M-29 Kansas City Connector under the Marine Highway Program. The Minnesota Department of Transportation is seeking to add an upper stretch of the Mississippi River too. Our organization supports the designations as a means to promote river navigation.

Oil Spill Prevention, Control, and Countermeasures (SPCC) Rule: A regulation enforced by the Environmental Protection Agency concerning above- and below-ground storage of oil, fuel, etc. Facilities with certain quantities of oil/fuel storage must complete and implement a spill control plan to use in the event an emergency would occur. It is of interest to the organization because farms and ranches often have fuel storage areas and could therefore fall under the regulation. (continued)
The organization supports legislation, H.R. 311 and S. 496, to revise the SPCC rule as it applies to on-farm aboveground fuel storage.

Immigration Reform: Comprehensive immigration reform is of interest to the organization because each year farmers and ranchers hire and employ approximately one million workers, some of whom are foreign-born. The organizations member-adopted policies emphasize the importance of securing our borders and enforcing existing immigration laws while also recognizing the need for a more viable worker program for agriculture. Farm Vehicle Regulations: MAP-21, the federal highway reauthorization bill approved by Congress and signed into law in 2012, included language to streamline and clarify the applicability of certain regulations to farm vehicle drivers and covered farm vehicles. As the Federal Motor Carrier Safety Administration (FMCSA) moved to finalize its rule with the changes directed by Congress, the organization urged for clarification of a provision pertaining to commercial drivers license requirements for farmers.
