H. Res 12- this resolution expresses the sense of the House of Representatives that the United States Postal Service should take all appropriate measures to ensure the continuation of its 6-day mail delivery service. The association endorsed this resolution.
H. Res 28-This resolution Expresses the sense of the House of Representatives that the United States Postal Service should take all appropriate measures to ensure the continuation of door delivery for all business and residential customers. The association supports this resolution.
H. Res 54-This resolution Expresses the sense of the House of Representatives that the United States Postal Service should take all appropriate measures to restore service standards in effect as of July 1, 2012. The association supports this resolution.
S.1742-"Rural Postal Act of 2015" legislation introduced to improve rural mail service and delivery, place protections on rural post offices, and treat postal employees fairly. The NRLCA did not take a position on this bill.
S. 2051-"Improving Postal Operations, Service and Transparency Act of 2015"-legislation reforming the way the Postal Service operates by eliminating the pre-funding, Medicare Integration, using postal specific assumptions for calculating FERS obligations, arbitrator language, new rules for keeping postal facilities and post offices open, and FECA reform. the NRLCA opposes this bill.
H.R. 5707-"Postal Service Financial Improvement Act of 2016"-allows the USPS to invest a portion of the money in the pre-funding account into a TSP-type L-Fund to earn a higher rate of interest. The NRLCA supports this bill.
H.R. 5356-"to designate the facility of the U.S. Postal Service located at 14231 TX-150 in Coldsprings, Texas as the "E. Marie Youngblood Post Office"-the NRLCA supports this bill
H.R. 5714-"Postal Service Reform Act of 2016"-House postal reform legislation that attempts to solve the financial position of the USPS by requiring Medicare Integration of Parts A,B, and D, uses postal-specific assumptions when calculating FERS and CSRS liabilities, allows for non-postal products, a new governance structure, and requires a mandatory conversion of business addresses to cluster box or curbside delivery, and allows for voluntary conversion of residence addresses from door delivery to curbside or clusterbox delivery. the NRLCA opposes the conversion language in the bill.

H.R. 1563-"Federal Employee Tax Accountability Act of 2015", this legislation would fire any federal or postal employee who is seriously delinquent on their taxes, while also making any individual with tax delinquent problems ineligible for federal employment. The association opposes this legislation.
H.R 4392-requires the Office of Personnel Management to submit an annual report to Congress relating to the use of "official time". The NRLCA opposes this legislation
H.R. 4461-legislations that would prohibit federal agencies, including the Postal Service, from deducting union dues from the salaries of the employee. The NRLCA opposes this legislation.

S. 1647-"DRIVE Act"-a multi-year surface transportation bill to fund the highways. A proposal was submitted to change the G fund interest rate formula in the Thrift Savings Plan as an offset/"pay-for" for the highway bill. The NRLCA opposes this proposal.

The NRLCA co-signed a joint letter to members of Congress who serve on the Finance Committee, Ways and Means Committee, and the Energy and Commerce Committee urging Congress to find a solution to mitigate projected increases to Medicare Part B premiums and the Part B deductible in 2016.

H.R. 711 "Equal Treatment of Public Servants Act of 2015" for any annuitant impacted by the Windfall Elimination Provision (WEP), H.R. 711 would replace the WEP with a new benefit schedule, providing for a more equitable calculation of the WEP. For annuitants impacted by WEP, the bill would reduce their WEP penalty for future payments. The actual dollar reduction would be determined by the Social Security Administration, based upon projected savings attributable to enforcement sections of the bill. The NRLCA has not taken a position on this bill.
