16. Specific lobbying issues
NCA lobbied for HR 2765, the Save Our Seasons Act. The bill repeals the Department of Labor's H-2B Visa Wage Rule, which would increase costs for employing seasonal H-2B visa workers at private clubs. NCA also lobbied for S 1284, the Labor, Health and Human Services, Education Appropriations bill. The bill would have removed funding for the H-2B Visa Wage Rule for another year. Finally, NCA lobbied for HR 2752. The bill excludes seasonal workers from the determination of whether a private club is an
applicable large employer under the new healthcare reform law. By removing seasonal workers from this equation, many private clubs would not fall under the healthcare reform law and would be relieved from the costs associated with that law.

16. Specific lobbying issues
NCA lobbied for HR 763/S 603, the Jobs and Premium Protection Act. The bill will repeal the annual fee on health insurance providers found in the healthcare reform law. If this fee is maintained, it will be passed on to NCA member clubs in the form of higher premium costs. By repealing this new fee, private clubs will lower their insurance costs for themselves and their employees.

16. Specific lobbying issues
NCA lobbied for S 744, the Border Security, Economic Opportunity and Immigration Modernization Act. The bill increases the number of H-2B visas available for private clubs and it provides a new lower-skilled foreign worker visa. Additionally, the bill provides strong employment verification measures to ensure all workers in every industry are authorized to work in the United States. This will ensure that private clubs are not competing against businesses that are gaming the current system to their advantage.
