United Spinal supports H.R. 292/S.849 - Advancing Research for Neurological Diseases Act of 2015. This bill will mandate that the Centers for Disease Control and Prevention track the incidence and prevalence of neurological diseases.
United Spinal supports S. 800/H.R. 1631 - Enhancing the Stature and Visibility of Medical Rehabilitation Research at the NIH Act which better coordinates rehabilitation and disability research at the NIH.
S. 2689 REGROW Act: Met and worked with Sen. Mark Kirks office on language edits to this bill. Participated in a roundtable discussion with Sen. Kirks office along with several other organizations regarding the REGROW Act which sets up an expedited process to get therapies to market.
United Spinal, along with the Disability Research and Rehabilitation Coalition, have identified some gaps in the Interagency Committee on Disability Research (ICDR), defining the need for a comprehensive government wide strategic plan for disability, independent living, and rehabilitation research and has shared these comments with appropriate government officials at NIH (including the NIH Research Plan on Rehabilitation) and NIDILRR.
As a member of Patients for Biologics Safety and Access, United Spinal is working to educate Congress on the needs for patient protections on pharmaceuticals and better guidance from the Food and Drug Administration on patient use of biosimilars.
HR 5009 - Ensuring Patient Access to Critical Breakthrough Products Act of 2016
United Spinal endorses this legislation and signed on to a Congressional House letter in support. This bill provides prompt access to breakthrough diagnostics and treatments.

HR 385 HAVEN Act. Working with Congressman Al Greens office to make recommendations to Department of Housing and Urban Development for the implementation of a grant program that helps low income disabled veterans rehabilitate dilapidated buildings for use as residences.
HR 3471 Veterans Mobility Safety Act- this bill is to amend title 38, United States Code, to make certain improvements in the provision of automobiles and adaptive equipment by the Department of Veterans Affairs-Wrote letter in support of this legislation to Congresswoman Walorski.
Lobbied Congressional offices of the need to revamp VAs Vocational Rehabilitation and Employment Program (VR&E). The expectation is that by raising the disability rating qualification, the understaffed VR&E workforce can focus on those veterans most in need of services.
HR 3975 Veterans Homebuyer Accessibility Act of 2015-this bill amends the Internal Revenue Code, with respect to the tax credit for first-time homebuyers, to: (1) allow a veteran of the Armed Forces a tax credit for 10% of the purchase price of a principal residence purchased prior to January 1, 2018; (2) allow an additional credit for the cost, not exceeding $8,000 in a taxable year, of installing special fixtures or movable facilities in a residence to accommodate a disability of the veteran; and (3) require a recapture of credit amounts if the veteran sells such residence within 36 months after purchasing it.
S 2683-sent a letter to Senator Hirono to support this legislation which verifies that leave credited to such an employee is used for treating a service-connected disability, the employee shall certify to FAA Human Resource Management that the employee used that leave for purposes of being furnished treatment for that disability by a health care provider.
Wrote a letter to Senator Durbin in support of an amendment to HR 2577 requiring the VA to flag colleges that are under investigation.

Signed onto a letter to Reps Ryan and Pelosi and Senators McConnell and Reid in opposition to appropriations to delay or block Department of Educations Gainful Employment Regulation.
Wrote a letter to National Advisory Committee on Institutional Integrity to rescind the Accrediting Council on Independent Colleges & Schools accreditation to accredit schools since they have a history of accrediting the worst offending predatory schools. Predatory schools try to obtain GI bill funding and lie about their accreditation.

United Spinal and other disability stakeholders met with the White House to discuss employment issues for people with disabilities including disabled veterans from the AbilityOne program (alleged fraud related to the requirement that 75% of federal contractors employees must be people with significant disabilities is not being adhered to and the steering of contracts is also occurring) to hiring and recruitment of people with disabilities across the federal government.
United Spinal provided recommendations to DOL on the issue of federal regulations on the hiring and recruitment of people with disabilities across the federal government related to the release of contractor data on existing affirmative action plans, which has been a government recommendation since March 2014.
United Spinal met with the AbilityOne Commission to discuss the AbilityOne program which is established to hire and recruit individuals with disabilities.

Supports H.R. 1516/S. 1013 - Ensuring Access to Quality Complex Rehabilitation Technology Act of 2015 - Creates a separate benefit under Medicare for complex rehab technology.
Supports H.R. 3229/S. 2196 - This bill amends title XVIII (Medicare) of the Social Security Act to prohibit the application of Medicare competitive acquisition rates to complex rehabilitative wheelchairs and accessories. (A competitive bidding program has replaced the use of established fee schedule amounts to determine payments under Medicare for certain durable medical equipment such as wheelchairs.)
Conducted a Congressional Expo and Briefing on HR 1516/S. 1013 and H.R. 3229 and S. 2196 and educated Congress and the Government Accountability Office on the differences between manual and power CRT.
United Spinal, as one of several consumer and disability stakeholders, raised concerns with the Administration for Community Living and the Centers for Medicare and Medicaid Services on access to durable medical equipment as urological and ostomy supplies with the expansion of competitive bidding under Medicare.
United Spinal, in collaboration with United Spinals Urology Coalition, opposes expanding Medicares competitive bidding program to urology and ostomy supplies, as laid out in the Presidents Budget. United Spinal also sent a consumer and clinician letter to the committees of jurisdiction opposing the expansion.
Part B Demonstration
United Spinal signed onto two separate letters led by the Partnership to Improve Patient Care and the MS Coalition, to the Centers for Medicare and Medicaid Services opposing tying payment of drugs to cost-effectiveness.
In early 2016, several bipartisan and nonpartisan organizations, including the Bipartisan Policy Center and the Long-Term Care Financing Collaborative, released reports on a path forward for future financing of our nations long-term care needs. The problem is clear: while our nation is aging and people are living longer with disabilities and chronic conditions, we lack a coherent plan on how to provide for their care and supports. Our current financing system relies almost entirely on Medicaid and unpaid family caregivers, both of which thwart family financial planning and hinder the economic opportunities of women, people of color, and people with disabilities.
The Consortium for Citizens with Disabilities (CCD) Long-Term Services and Supports Task Force of CCD released a statement, which United Spinal endorsed, to weigh in on the recent reports on long-term care financing, express our support for Medicaid improvements, and support the emerging consensus on the need for a public insurance program.
United Spinal signed onto an ITEM Coalition letter in support of HR 5210, the Protecting Patient Access to Durable Medical Equipment Act to Secretary Sylvia Burwell of the Department of Health and Human Services. This letter urged the Centers for Medicare and Medicaid Services (CMS) to extend the current six-month phase-in of modified payment for durable medical equipment, prosthetics, orthotics, and supplies (DMEPOS) for an additional 12 months to avoid disruption in care to beneficiaries.
United Spinal is working on increasing coverage for powered exoskeleton devices and on a Congressional advocacy campaign to make Congress aware of research showing benefits to SCI individual in the use of these devices and to help powered exoskeleton devices gain and maintain regulatory approvals and additional insurance carrier recognition.

United Spinal supports S. 2427 - the Disability Integration Act which ensures that people with disabilities have the right to choose where they live in the community.
United Spinal signed onto letters to the leadership of the House Judiciary Subcommittee on the Constitution and Civil Justice opposing three bills that would prohibit individuals with disabilities aggrieved by certain public accommodation violations from commencing a civil action for discrimination unless they provide additional written notification to owners or operators of public accommodations. The bills also provide owners and operators additional periods of time (up to 90 days in some instances) to take corrective action.
H.R. 4719: Correcting Obstructions to Mediate, Prevent, and Limit Inaccessibility Act or the COMPLI Act - Sponsored by: Representative Jerry McNerney (D-CA). H.R. 241: ACCESS (ADA Compliance for Customer Entry to Stores and Services) Act of 2015 - Sponsored by Representative Ken Calvert (R-CA). H.R. 3765: ADA Education and Reform Act of 2015 - Sponsored by Representative Ted Poe (R-TX).
United Spinal attended a meeting with AbilityOne, along with other members of the National Disability Leadership Alliance and as co-chair to the National Disabilities Leadership Alliance - Employment Team. United Spinal and others, explained the 7 principles of reform of the AbilityOne program in detail, namely: commitment to the expressed integration mandate set forth by the Supreme Court of the United States in the case of Olmstead v. L.C; implementation and development of best practices for employment of people with significant disabilities; elimination of conflicts of interest that contribute to exploitation, fraud, and abuse; payment of prevailing wages and the elimination of subminimum-wage payments; ensuring financial and operational transparency and accountability; better defining relationship with employer; prioritizing awarding of contracts available through the procurement process to disability-owned businesses, including self-employed individuals with disabilities.
United Spinal signed onto a letter to the Equal Employment Opportunity Commission on Section 501 of the Rehab Act (nondiscrimination and affirmative action for federal employment of people with disabilities). We believe that some aspects of the rule must be strengthened. For example, the employment goals for employment of individuals with disabilities and targeted disabilities are too low, and the need for agencies to have a centralized accommodation fund is critical. Recruitment efforts must include formal linkage agreements with disability organizations as well as state disability service systems and vocational rehabilitation agencies, and must focus on people with targeted disabilities (including people who use supported and customized employment services) as well as people with disabilities more generally. Personal services enabling people with significant disabilities to work should include not just attendant care but also supported employment services that are critical for many people with intellectual and significant psychiatric disabilities to maintain employment.

Ensuring Access to Quality Representation for Social Security Disability Applicants addresses difficulties in keeping lawyers representing disabilities community.
The request reads in part, We therefore ask you to exercise your authority to increase the fee cap to $6904, which matches SSAs Cost of Living Adjustments (COLAs) since 2009. We also encourage you to put procedures in place to ensure that the fee cap is updated on a more consistent and regular basis, such as automatically increasing it annually by an amount that is no less than the applicable COLA for that year. We appreciate your commitment to improving the Social Security disability determination process and believe that ensuring adequate representation for claimants is an important part of creating and maintaining a fair and efficient system.

Employee Retirement Income Security Act of 1974 (ERISA)
ERISA is a federal law that sets minimum standards for most voluntarily established pension and health plans in private industry to provide protection for individuals in these plans. United Spinal signed onto comments in response to regulations released by the Employee Benefits Security Administration to revise and strengthen the ERISA claims procedures for claimants for disability benefits under private insurance claims.

United Spinal signed onto a letter supporting DOTs decision to establish a negotiated rulemaking (Reg Neg) committee on the following issues under the purview of the Air Carrier Access Act (ACAA): accessible in-flight entertainment and communications, service animals, and accessible lavatories on new single aisle aircraft.
United Spinal signed onto a letter with other disability organizations providing our strong support for Senator Bill Nelsons amendment to the Senates version of the Federal Aviation Administration Reauthorization (H.R. 636) that will provide increased enforcement of the protections available to travelers with disabilities under the Air Carrier Access Act.
United Spinal signed onto a letter with other disability organizations providing our strong support for Senator Richard Blumenthals amendment to the Senates version of the Federal Aviation Administration Reauthorization (H.R. 636) that would allow people with disabilities to privately enforce the anti-discrimination protections available to them under the Air Carrier Access Act.
United Spinal participated in a Congressional staff briefing with the Paralyzed Veterans of America and other disability organizations to reflect on the history of the ACAA, discuss the problems that impact travelers with disabilities and lay out solutions to improve the air travel experience for people with disabilities.
Federal Register on May 6 provided a draft FAA Advisory Circular titled, "Access to Airports by Individuals with Disabilities." The federal register notice specifically seeks comments related to Way-Finding Technologies and Service Animal Relief Areas. United Spinal endorsed comments sent by CCD's Transportation Task Force.
United Spinal signed on to a letter with other disability organizations to the leadership of the Senate Commerce, Science and Transportation and House Transportation and Infrastructure Committees urging that four provisions (Sections 3106, 3116-3118) included in the Senate Federal Aviation Administration Reauthorization language (H.R. 636) that would increase access to air travel for millions of Americans with disabilities also be included in any reauthorization or extension of the FAAs current operating authority.

United Spinal submitted testimony to House and Senate Appropriations Committees to ask for increased funding for the more than 57 million Americans with disabilities in the HHS appropriations for the Centers for Independent Living (CILs) - an increase in funding of $200 million, for a total of $301 million for the Independent Living line item in FY 2017.

United Spinal sent a letter of support to the Patient-Centered Outcomes Research Institute in support of an Engagement Award for Research Meeting Conference Support titled, "Defining Diverse Perspectives on Research Priorities in Multiple Sclerosis."
