Agricultural Disaster Assistance (S. 141 & H.R. 1454): Legislation that would reinstate and fund agricultural disaster assistance programs authorized under the 2008 Farm Bill and extended through September 30, 2013. The programs covered include the Livestock Indemnity Program, Livestock Forage Program, Emergency Assistance for Livestock, Honey Bees, and Farm-raised Fish Program, Noninsured Crop Disaster Assistance Program and Tree Assistance Program. Passage of a comprehensive, multi-year farm bill is a priority of the organization. Among other purposes, a new farm bill should strengthen the federal crop insurance program, offer a choice of safety net options within the commodity title, and reinstate disaster assistance programs for livestock producers. It should also encourage working lands conservation, rural development and agricultural research investments. The organization opposes repeal of regulations on poultry practices that USDA implemented as a result of the 2008 farm bill. The organization supports the House-passed Federal Agriculture Reform and Risk Management Act and Senate-passed Agriculture Reform, Food and Jobs Act.

FY 2014 Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriations Bill (H.R. 2410/S. 1244): Legislation that provides funding for the U.S. Department of Agriculture and Food and Drug Administration. Of interest to the organization are funding for USDA's Agriculture in the Classroom program and provisions affecting the administration of farm and conservation programs as well as animal health and meat inspection programs. FY 2014 Energy and Water and Related Agencies Appropriations Bill (H.R. 2609): Legislation that provides funding for the Department of Energy, U.S. Army Corps of Engineers (Civil Works), Department of Interior, etc. The organization is concerned about the allocation of federal funds within the Corps' Missouri River budget between the Missouri River Recovery Program and the Bank Stabilization and Navigation Project.

Tax Reform: The organization supports replacing the current federal income tax with a system that is simple, transparent, revenue-neutral and equitable. As such, we are closely monitoring discussions in the House Ways and Means Committee and the Senate Finance Committee. (continued)
The organization supports cash accounting as a tool for farms and small businesses and urged delegation members to cosign the Luetkemeyer-Quigley dear colleague letter to the House Ways and Means Committee urging that consideration be given to the negative ramifications that proposed cash accounting changes may have on small businesses and farms.

S. 175: A bill to amend the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA) to clarify that the lawful application of pesticides under FIFRA does not trigger regulatory requirements in other programs such as the Clean Water Act. The organization is concerned about the potential for duplicative permitting requirements, thus approves of the proposed clarification. (continued)
Reducing Regulatory Burdens Act of 2013 (H.R. 935) and "Sensible Environmental Protection Act of 2013" (S. 802): Bills that amend the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (CWA) to clarify that CWA permits are not needed when a pesticide is applied in accordance with a FIFRA-approved label. The organization is concerned about the potential for duplicative permitting requirements, thus approves of the proposed clarification (either as stand-alone legislation or as part of another bill).

"Water Resources Development Act of 2013" (S. 601) and "Water Resources Reform & Development Act" (H.R. 3080): Legislation that would authorize and establish funding levels for projects carried out by the U.S. Army Corps of Engineers pertaining to inland and intra-coastal waterways and ports/harbors. In general, the organization supports reauthorizing the WRDA as a means to ensure waterborne transportation remains efficient, reliable and competitive. (continued)
More specifically, the organization supports efforts to improve the transparency of mitigation projects along the Missouri River as part of WRDA.
St. Johns Bayou-New Madrid Floodway Project: The organization supports completion of the St. Johns Bayou-New Madrid Floodway Project in Southeast Missouri. Comments were submitted in response to the U.S. Army Corps of Engineers draft Environmental Impact Statement and then shared with elected officials.

Immigration Reform: Comprehensive immigration reform is of interest to the organization because each year farmers and ranchers hire and employ approximately one million workers, some of whom are foreign-born. The organizations member-adopted policies emphasize the importance of securing our borders and enforcing existing immigration laws while also recognizing the need for a more viable worker program for agriculture.
The organization supports the agricultural provisions contained in S. 744 the "Border Security, Economic Opportunity, and Immigration Modernization Act."

Food Safety Modernization Act: The organization submitted comments in response to the Food and Drug Administrations (FDA) produce safety proposed rule. We also urged Members of Congress to cosign a dear colleague letter to the FDA authored by Senators Blunt and Shaheen and Reps. Courtney and Gibson. In addition to outlining concerns with the produce safety proposal, the lawmakers urged the agency to submit a second draft of the rules for public comment before issuing the final set of regulations.

OSHA regulatory authority: The organization opposes the Occupational Safety and Health Administrations assertion that on-farm grain storage and handling is not part of farm operations and therefore excluded from the statutory exemption preventing enforcement action on farms with fewer than 10 employees. The organization urged senators to cosign the Johanns letter to OSHA conveying this concern.

Oil Spill Prevention, Control, and Countermeasures (SPCC) Rule: A regulation enforced by the Environmental Protection Agency concerning above- and below-ground storage of oil, fuel, etc. Facilities with certain quantities of oil/fuel storage must complete and implement a spill control plan to use in the event an emergency would occur. It is of interest to the organization because farms and ranches often have fuel storage areas and could therefore fall under the regulation. (continued)
The organization supports legislation, H.R. 311 and S. 496, to revise the SPCC rule as it applies to on-farm aboveground fuel storage.
Renewable Fuel Standard: The Environmental Protection Agency (EPA) is proposing to reduce the Renewable Fuel Standard (RFS2) requirement for 2014 below the level set by Congress in the Energy Independence and Security Act of 2007 (EISA). The organization supports the RFS2 as passed by Congress.
