Support H.R. 588 / S. 72, the Federal Employees Civil Relief Act, which would temporarily suspend judicial and administrative proceedings and transactions that could adversely affect the rights of civilian federal workers during a government shutdown and the following 30 days.
Support H.R.1073/S.426 the Federal Adjustment of Income Rates (FAIR) Act, to increase the rates of basic pay for federal civilian employees for calendar year 2020 by 3.6 percent.
Support H.R. 1254, The Equal COLA Act, which would provide Federal Employees Retirement System (FERS) retirees with the same annual cost-of-living adjustment (COLA) as Civil Service Retirement System (CSRS) employees.
Support including at least a 3.1 percent average increase to federal pay rates in the FY20 Financial Services and General Government Appropriations bill. Support the House version, H.R. 3351, which included a 2.6 percent across-the-board increase and 0.5 percent average increase to locality pay. Oppose the Senate version, S. 2524, which was silent on the issue. Support the minibus, H.R. 1158, which included the House language.
Support H.R. 1534/S.1174, the Federal Employee Paid Leave Act, to provide that 12 weeks of family leave made available to a federal employee shall be paid leave. Support amendment to H.R. 2500, the National Defense Authorization Act (NDAA) for Fiscal Year 2020, to incorporate the text of H.R. 1534 into the bill. Support a motion to instruct the Senate conferees on the NDAA to support inclusion of the House language. Support the final compromise, S. 1790, for its inclusion of language to provide 12 weeks of paid parental leave to federal workers in connection with the birth, adoption or foster placement of a new child.
Support H.R. 2478, the Federal Retirement Fairness Act, which allows federal employees who started their careers in temporary positions before transitioning into permanent roles to retroactively contribute toward their retirement for the years they held a temporary position.
Oppose proposed reorganization of the Office of Personnel Management (OPM). Support denying funds to carry out the reorganization (in the Financial Service and General Government Appropriations Act for Fiscal Year 2020 and for Fiscal Year 2021). Support amendment to H.R. 2500, the National Defense Authorization Act for Fiscal Year 2020, that would prevent reorganization. Support inclusion in the final NDAA (S. 1790) of compromise language preventing the elimination and reorganization of OPM at least until 180 days after the release of a report by the National Academy of Public Administration (NAPA) on challenges facing OPM and recommended solutions.
Oppose proposals included in the administrations' FY2021 budget request to Congress that would cut earned federal retirement benefits.
Support including at least a 3.0 percent average increase to federal pay rates in the FY21 Financial Services and General Government Appropriations bill.
Support the Federal Adjustment of Income Rates (FAIR) Act, H.R. 5690/S.3231, to provide federal workers a 3.5 percent average pay raise in FY21.
Support provisions of H.R. 6800, the Heroes Act, to do the following:
- require FEHB plans to fully cover the cost of COVID-19 treatment, without any cost-sharing imposed on participants.
- provide $10 billion in hazard premium pay for executive, legislative (excluding members of Congress and staff) and judicial branch employees working in public-facing positions or where both social distancing is not possible and preventative measures for COVID-19 exposure are unavailable at the worksite.
- establish a presumption of eligibility for workers compensation for federal employees who are unable to work due to a COVID-19 infection and required to come into contact with patients, members of the public or coworkers.
- extend provision of ten weeks of partially paid leave to federal workers unable to work due to the need to care for a child who school or child care provider is unavailable due to COVID-19.
- require agencies to allow all eligible employees to telework through the end of 2020.
Support including the following in COVID-19-related legislation:
- requiring all Federal Employees Health Benefits (FEHB) program plans to cover the cost of telehealth services, where practicable.
- giving federal and postal employees who are not currently enrolled in an FEHB plan the opportunity to enroll now by deeming a public health emergency (such as the COVID-19 outbreak) as a qualifying life event, permitting open enrollment and changes in coverage.
- extend weather and safety leave to employees who cannot safely travel to their duty stations because of the coronavirus outbreak but who are not able to perform their duties remotely, and authorize the use of weather and safety leave to cover child and dependent care responsibilities arising from the pandemic.
- provide adequate funding for and supply of personal protective equipment (PPE) for frontline and essential federal and postal workers.
Support allowing federal employees to change their flexible spending account allocations in the middle of the plan year.
Support expanding provisions in the FY20 NDAA that provided paid parental leave to federal employees to cover all federal and postal employees.
Support consideration of the recommendations of the National Commission on Military, National and Public Service.
Oppose mandatory application of payroll tax deferral to federal employees. Support providing federal employees choice as to whether to defer payroll taxes or not.
