The IBEW continued to lobby the House and Senate in support of the Employee Free Choice Act (S. 560 and H.R. 1409), legislation that provides for certification of a union whenever a majority of workers have signed authorization cards; facilitates the use of mediation and binding arbitration for first-time contracts if labor and management cannot reach agreement within 60 days of certification; and establishes penalties against employers who violate workers rights to organize.

The IBEW continued to lobby the House and Senate in support of legislation designed to significantly limit an employers ability to deliberately misclassify workers as independent contractors. Unscrupulous employers who wrongfully misclassify employees deprive workers of legitimate protections under federal and state labor laws and cost those same governments billions of dollars in revenue each year. The IBEW supported the Taxpayers Responsibility, Accountability and Consistency Act in the 110th Congress.

The IBEW lobbied the House and Senate in support of full funding for the DDG 1000 Zumwalt Class Destroyer as contained in the FY09 Defense Appropriations Bill (H.R. 1105). The DDG-1000 program is vital to the health of the surface combatant industrial base. Any gap in production caused by a delay in procurement will lead to the potential loss of the skilled workforce America relies on to build its naval fleet.

Mr. Zagami's history of service, record of integrity, and reputation for fairness makes him uniquely qualified to head the agency charged with producing information generated by the federal government.

Managers at the Bureau are attempting to implement a two-tier pay system that would result in the need for fewer union electricians to maintain the printing equipment on site.

The IBEW met with Obama Administration officials and Congressional staff to discuss the lack of a pension top-up benefit for IBEW, IAM, and IUOE members employed or previously employed by Delphi and General Motors (GM) Corporation. Members of the UAW, IUE-CWA, and USW had their pensions topped-up by GM. That is, GM agreed to reimburse the difference between what the PBGC pays under the bankrupt Delphi pension plan and what the previous collective bargaining agreement required.

The IBEW thanked President Obama for his imposition of increased duties on tires imported from the Peoples Republic of China. The American tire industry has shed roughly 5,000 jobs over the last five years due to a rapid increase in cheap tires from China. Section 421 of the Trade Act of 1974 permits the President to levy duties against Chinese-made products deemed to have excessively disrupted U.S. markets.

The IBEW lobbied Congressman Butterfield to send a letter to both the department of treasury and department of labor asking for an interpretation that includes IBEW workers at Domtar, paper mill in North Carolina, in the Stimulus monies that pay out 65% of thier cobra payments.

The IBEW supported the Investments for Manufacturing Progress and Clean Technology (IMPACT) Act of 2009 (S. 1617), legislation to encourage the domestic production of clean energy equipment such as solar panels, wind turbines, and advanced battery systems. Currently, 70% of this equipment is manufactured overseas. If passed, the IMPACT Act will generate more than $100 billion in new income for the clean energy industry and create nearly 2.5 million jobs.

If approved, iCeL plans on building a lithium-ion battery manufacturing facility in Los Angeles, California. IBEW Local 11 is a Team Partner on the application.

The IBEW urged Congress to support language included in the House version of the National Defense Authorization Act for Fiscal Year 2010 (H.R. 2647) that provides for the use of no-cost economic conveyances (EDCs) when disposing of excess military property. No-cost EDCs permit the Department of Defense to transfer (i.e. convey) closed military property to a local economic development authority.

The IBEW urged Conferees to the National Defense Authorization Act (NDAA) for Fiscal Year 2010 (H.R. 2747) to retain Sections 1112 and 1113 as contained in the House-passed version of the NDAA. Sections 112 and 1113 greatly restrict NSPS, properly restoring equity for hard working Department of Defense employees.

The IBEW urged Congress to support the Forewarn Act (H.R. 3042), legislation designed to make long overdue improvements to the Worker Adjustment and Retraining Notification (WARN) Act (P.L. 100-379). Time has shown the WARN Act to be inadequate. If enacted, the Forewarn Act will provide American workers with the protections Congress originally intended.

The 29 mile, 230 kilovolt transmission line is necessary to connect the proposed 45 turbine Echanis Wind Energy Project to the grid.
