The association follows the federal budget and appropriations process as it relates to agencies, and their respective policies, that have jurisdiction over rural telecommunications matters. Primarily the association monitors the Federal Communications Commission(FCC), the National Telecommunications and Information Administration(NTIA), and the Rural Utilities Service(RUS), and the budget, programs, and policies of each. During the reporting period, the association focused on the following:
S. 2522 - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2020 - Title III.
S. 2524 - Financial Services and General Government Appropriations Act, 2020 - Title V.
H.R. 1158 - Consolidated Appropriations Act - sections related to rural broadband programs.
H.R. 1865 - Further Consolidated Appropriations Act - sections related to video services, pension programs, taxes on health care plans, and federal grants received by cooperative businesses.
H.R. 3055 - Commerce, Justice, Science, Agriculture, Rural Development, Food and Drug Administration, Interior, Environment, Military Construction, Veterans Affairs, Transportation, and Housing and Urban Development Appropriations Act, 2020 - all sections.
H.R. 3164 - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2020 - Title III.
