EDA lobbied for the classification of agricultural and outdoor power dealerships as "essential" during the COVID-19 pandemic.
EDA has opposed right to repair legislation across the United States as the state and federal level (no federal bills in 2020). These (state) bills are problematic as they would facilitate the theft of intellectual property, jeopardize equipment safety and re-sale value, as well as facilitate or encourage violations of the Clean Air Act.

EDA supports efforts to modernize grant funding programs so that federal education dollars are spent on educating the workforce of tomorrow and remediating the United States' existing skills gap. S.839/H.R.3497, The Jumpstart our Businesses by Supporting Students Act JOBS Act), and S.1517/H.R. 2831 the Building U.S. Infrastructure by Leveraging Demands for Skills (BUILD Act) are examples of education funding reform which EDA supports. These pieces of legislation provide a starting point for continued broadening of grant funding for non-conventional students.
EDA opposes H.R. 2474/S.1306 the PRO Act. The PRO Act contains provisions that would allow arbitrators with no business experience and no accountability to set contract terms. The bill would also codify into law the controversial Browning-Ferris Industries joint-employer standard, exposing nearly every business relationship to liability for unlawful behavior committed by any entity with which they do business, such as contractors, suppliers, and franchisees. Similarly, the PRO Act would greatly narrow the circumstances under which an individual can work as an independent contractor, thus substantially diminishing opportunities for Americans to find flexible ways to earn money on their schedule or start their own business. The PRO Act also violates employees rights to privacy and association. The bill mandates employers provide the contact information for all employees without prior approval from the employees themselves to union organizers. Finally, employers due process rights are entirely disregarded by the bill. Under the PRO Act employers would not be able to challenge union misconduct during union elections, their right to counsel on complex labor laws would be practically eliminated, and secondary boycotts would be permitted, allowing unions to target neutral third parties and cause them economic injury even if those entities have no underlying labor dispute with the union.
The Paycheck Protection Program Flexibility Act of 2020 (the Flexibility Act or H.R. 6886), which EDA supported, was signed by President Trump on June 5, 2020 making significant changes to the Paycheck Protection Program (PPP). These changes will triple the time allotted for equipment dealers and other PPP loan recipients to utilize the funds and still qualify for loan forgiveness through the Small Business Administration (SBA).
EDA opposes the COVID-19 Every Worker Protection Act of 2020 (H.R. 6559, included as Division L, Title III in H.R. 6800). EDA opposes the Occupational Safety and Health Administration (OSHA) issuance an Emergency Temporary Standard (ETS) in response to the coronavirus pandemic.
EDA supported the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (NDAA or S. 4049),because it addressed the harmful interference that would be caused by the initial Ligado Order.

EDA supports the implementation of trade agreements which level the playing field for U.S. companies who import and export goods including but not limited to equipment and agricultural commodities. To this end, EDA supports congressional adoption of the USMCA, United States, Mexico, Canada Agreement, H.R.5430.

EDA supports the America's Transportation Infrastructure Act (ATIA), S.2302. The Bill, if passed, would proactively require reauthorization of the federal highway program more than a year before it expires providing stability to the equipment and other industries as well as committing to the maintenance and improvement of our competitive trade advantage: sound and reliable infrastructure.

EDA opposes Title IV of S. 2563 of the Improving Laundering Laws and Increasing Comprehensive Information Tracking of Criminal Activity in Shell Holdings Act (ILLICIT CASH ACT). The reporting requirements in the legislation would not only be duplicative, but they would also be burdensome. Failure to comply with these reporting requirements would be a federal crime with civil penalties of $500 per day and up to $10,000, criminal penalties of up to 4 years in prison, or both.
EDA opposes Title LIV of S. 4049, Establishing Beneficial Ownership Information Reporting Requirements. This amendment circumvents the normal legislative process as it has never been considered in committee. This amendment would impose duplicative, burdensome reporting burdens on millions of small businesses in the United States and threatens the privacy of law-abiding, legitimate small business owners.

EDA opposes the Order announced by the Federal Communications Commission (FCC) on April 20, 2020 granting Ligados application to deploy a terrestrial nationwide network to provide 5G services. We are concerned that the Order does not adequately protect adjacent band operations-those related to the Global Positioning System (GPS) and satellite communications-from harmful interference that would impact countless precision agricultural activities.
