S.4638/H.R.8070 Fiscal Year 2025 National Defense Authorization Act (NDAA) and S.4921/H.R.8774 Fiscal Year 2025 Defense Appropriations Act. Provisions relating to:
1.Increasing the personnel strength of the United States Space Force (USSF) to meet emerging requirements and threats;
2.Recapitalizing the aircraft strength of the Air Force, Reserves, and Air National Guard, specifically by seeking to procure additional F-35s and F-15EXs and delaying the retirement of Block 20 F-22s;
3.Affording additional flexibility in the funding of software development and maintenance;
4.Securing additional funding and authorizations for additional pay and resources to be used for the on-installation center-based childcare and Family Childcare homes;
5.Increasing the ability of the USSF to purchase commercial space services, integrate those capabilities into organic Space Force capabilities, and deliver those forces to Combatant Commands;
6.Requiring a report on Pass-Through where funding passes through the Department of the Air Force to other government agencies;
7.Seeking the continued development and deployment of the Sentinel ICBM and preventing the reduction in the current number of ICBMs deployed;
8.Supporting an increase in military personnel pay by 19 percent for junior enlisted personnel and 4.5 percent for all other ranks; and
9.Supporting the adoption of H.R.5071, the Legacy Guardian Recognition Act, and seeking its incorporation into the enacted version of the FY'25 Defense Authorization Act;
In addition, the AFA members will work on the following issues:
1.Correcting Veterans' Survivors Dependency and Indemnity Compensation;
2.Improving Air Force and Space Force dormitories;
3.Increasing to $300 million the level at which the Department of Defense can begin new starts during Continuing Resolutions;
4.Creating a Defense Civilian Training Corporation (DCTC) to attract and train future members of the civil service. The DCTC would operate much like a civilian ROTC program;
5.Establishing a fair Cost of Living Adjustment formula for all ranks; and
6.Ensuring all Reservists and National Guard service members receive TRICARE;
