HR 6225--Injunctive Relief for Veterans Act of 2008--Requires (current law authorizes) the appropriate U.S. district court to use its equity powers in any case in which the court determines it is appropriate, including injunctive relief, to fully vindicate a veteran's employment or reemployment rights under the Uniformed Services Employment and Reemployment Rights Act (USERRA) with respect to a state or private employer. Amends the Servicemembers Civil Relief Act (SCRA) to require an
institution of higher education, when a servicemember is ordered to military service and withdraws or takes a leave of absence from such institution, to: (1) provide a credit or refund to the servicemember of tuition and fees paid for the portion of the program of education for which the servicemember did not receive academic credit after such withdrawal or leave; and (2) provide the servicemember an opportunity to reenroll with the same educational and academic status the servicemember had when activated for service. Extends the current interest rate cap in SCRA to student loan obligations of members called to military service. Allows servicemembers with deployment orders to terminate or suspend, without fee or penalty, service contracts for services such as phones, utilities, cable television, and Internet access. (Currently, such servicemembers are only permitted to terminate or suspend residential or automobile lease agreements.) Provides penalties under SCRA against creditors for violations of interest rate limits for servicemembers. Allows a military spouse to vote in the same location as the servicemember with respect to federal, state, and local elections. Allows a military spouse to pay taxes in the same state as the servicemember. Provides that compensation of a spouse of a servicemember shall not be considered income within a tax jurisdiction of the United States if, when the compensation is earned, the spouse is not a resident or domiciliary of that jurisdiction, and the jurisdiction is where the servicemember is serving in compliance with military orders.

HR 6070--Military Spouses Residency Relief Act--Amends the Servicemembers Civil Relief Act to prohibit, for purposes of voting for a federal, state, or local office, deeming a person to have lost a residence or domicile in a state, acquired a residence or domicile in any other state, or become a resident in or of any other state solely because the person is absent from a state because the person is accompanying the person's spouse who is absent from the state in compliance with military or naval
orders. Prohibits a servicemember's spouse from either losing or acquiring a residence or domicile for purposes of taxation because of being absent or present in any U.S. tax jurisdiction solely to be with the servicemember in compliance with the servicemember's military orders if the residence or domicile is the same for the servicemember and the spouse.

HR 6224--Pilot College Work Study Program for Veterans Act of 2008--Directs the Secretary of Veterans Affairs to conduct a five-year pilot project to test the feasibility and advisability of expanding the scope of qualifying veterans' work-study activities, including positions available on site at educational institutions.
HR 6272--SMOCTA Reauthorization Act of 2008--Authorizes appropriations for FYs 2009-2018 to out the Service Members Occupational Conversion and Training Act of 1992.

HR 6221--Improving Veterans' Opportunity in Education and Business Act 2008--Requires that, if the Secretary of Veterans Affairs enters into a contract or other arrangement, on or after June 1, 2007, to acquire goods or services (or both), the Secretary shall include in such contract or arrangement a requirement that the contractee comply with Department of Veterans Affairs (VA) contracting goals and preferences with respect to small businesses owned and controlled by veterans and
service-disabled veterans. Directs the Secretary to modify current contracts and arrangements to comply with requirements of this Act. Requires the Secretary to conduct a five-year pilot project to test the feasibility and advisability of expanding the scope of VA workstudy activities to include workstudy positions available on site at educational institutions, including positions in academic departments and in student services. Authorizes appropriations. Directs the Secretary to carry out a program of job training in skills relevant to the job market for discharged veterans who are either currently not paid at more than 150% of the federal minimum wage, or: (1) had a military occupational specialty of limited transferability to the civilian job market; (2) are not otherwise eligible for veterans' education or training services; (3) have not acquired a marketable skill since leaving military service; (4) were discharged under conditions not less than honorable; and (5) have been unemployed for at least 90 of the previous 180 days. Designates the program as the MOST (military occupational specialty transition) Program. Directs the Secretary to contract with employers to provide programs of apprenticeship on on-job training for such veterans. Limits such payments to $20,000 per veteran and 24 months in duration. Requires quarterly employer reports certifying wages paid to such veterans. Authorizes appropriations. Requires the Secretary to describe Program activities within a currently-required annual report by the Veterans Benefits Administration.

PL 110-387--Veterans' Mental Health and Other Care Improvements Act of 2008--A bill to improve the treatment and services provided by the Department of Veterans Affairs to veterans with post-traumatic stress disorder and substance use disorders.
PL 110-389 (was S 3023)--Veterans' Benefits Improvement Act of 2008--Omnibus veterans' benefits measure.
HR 6939, S 3527--Veterans Health Care Budget Reform Act--A bill to amend title 38, USC, to authorize advance appropriations for certain medical care accounts of the Department of Veterans Affairs by providing two-fiscal year budget authority.
HR 6122--Veterans Pain Care Act of 2008--Directs the VA Secretary to develop and implement a comprehensive policy on the management of pain experienced by veterans, including department-wide management of acute and chronic pain, the standard of care, the consistent application of pain assessments, health care personnel education and training, and education for veterans and their families.
