H.R. 1987 - Mechanical Insulation Incentive Bill - This bill amends the Internal Revenue Code to allow an additional tax deduction for the cost of installing mechanical insulation property. The bill: (1) limits the amount of such deduction to the lesser of 30% of the cost or the reduction in energy loss from the installed mechanical insulation property compared to property that meets the minimum requirements of American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) standard 90.1-2007; and (2) allows the cost of mechanical insulation property that is placed in service to replace insulation property to be treated as a deductible business expense in the current taxable year. H.R. 1824 - Mary Jo Lawyer Spano Mesothelioma Patient Registry Act of 2019. This bill amends the Public Health Service Act to direct the Agency for Toxic Substances and Disease Registry to develop a patient registry to collect data on mesothelioma. Whole bill.

H.R. 1603/S.717 - Alan Reinstein Ban Asbestos Now Act of 2019 - This bill amends the Toxic Substances Control Act by requiring the Environmental Protection Agency to: (1) identify and assess the importation, sale, and uses of, and exposures to, asbestos; and (2) impose requirements that permanently eliminate the possibility of human or environmental exposure to asbestos.
The bill allows the President to exempt any use of asbestos from the requirements if: (1) the use is necessary to protect national security interests, (2) no reasonable alternative to the asbestos use exists for the intended purpose, and (3) the use of asbestos will not result in an unreasonable risk to health or the environment.
