The association follows the federal budget and appropriations process as it relates to agencies, and their respective policies, that have jurisdiction over rural telecommunications matters. Primarily the association monitors the Federal Communications Commission(FCC), the National Telecommunications and Information Administration(NTIA), and the Rural Utilities Service(RUS), and the budget, programs, and policies of each. During the reporting period, the association focused on the following:
Public Law No: 116-136 - Coronavirus Aid, Relief, and Economic Security (CARES) Act - all broadband sections.
Public Law No: 116-260 - Consolidated Appropriations Act, 2021 - all broadband sections.
Appropriations discussions regarding the perspective of rural broadband providers as they relate to FY2022 tied to the following:
U.S. Dept. of Agriculture Rural Utilities Service telecommunications and broadband loan and grant programs funding and permitting issues
USDA ReConnect program, including coordination with other rural broadband program rules
Federal Communications Commission oversight of Universal Service Fund and related policies such as broadband availability mapping, eligible telecommunications carrier designation, as well as policies tied to supply chain issues and other aspects of rural communications operations
National Telecommunications and Information Association related to coordination with other federal agencies regarding rural broadband deployment

The association bases its approaches on whether or not policies are flexible in their application to rural carriers that have different needs and capabilities and that have far different economies of scale and competitive opportunities than larger carriers. During the reporting period, the association focused on the following:
Public Law No: 116-130 - Broadband DATA Act - all sections.
Public Law No: 116-260 (H.R. 133) - Consolidated Appropriations Act, 2021 - all broadband sections, including Sections 903 (ACCESS BROADBAND Act) and 904 (Broadband Interagency Coordination Act).
S. 608 - Keeping Critical Connections Act - all sections.
S. 745 - A bill to make high-speed broadband internet service accessible and affordable to all Americans, and for other purposes - all sections.
S. 922 - A bill to amend the Communications Act of 1934 to provide funding to States for extending broadband service to unserved areas in partnership with broadband service providers, and for other purposes - all sections.
S. 979 - A bill to amend the Consolidated Appropriations Act, 2021 to authorize additional funds for the Emergency Broadband Connectivity Fund, to provide grants to States and Tribal Entities to strengthen the National Lifeline Eligibility Verifier, to provide for Federal coordination between the National Lifeline Eligibility Verifier and the National Accuracy Clearinghouse, and for other purposes - all sections.
H.R. 1319 - American Rescue Plan Act - all broadband sections.
H.R. 1362 - The Broadening Online Opportunities through Simple Technologies (BOOST) Act
