Increasing the size of the Army budget; increasing Army end strength; increasing Army and Department of the Army civilian pay and compensation authorizations; Army modernization funding to include Army transformation, homeland security, weapons systems, space and missile defense; quality of life initiatives; military health care; and Army retiree issues.
