Continued efforts to secure amendments important to the TCU Land-Grant Institutions that were not included in the 2014 Farm Bill (PL 113-79). Amendments include eligibility for TCU land-grants (1994 institutions) to participate in certain competitively awarded Smith-Lever 3(d) programs, namely: Children, Youth, and Families at Risk (CYFAR) and Federally Recognized Tribes Extension program (FRTEP); and eligibility for 1994 institutions that offer a bachelor's degree in forestry, to share in McIntire-Stennis funding.

Sharing TCU programs and technical assistance needs/requests for FY 2016. Relevant appropriations bills include: Agriculture (Land-Grant programs); Interior/BIE (operating grants, transition to forward funding, tech. assistance, and scholarships); Labor-HHS (HEA TCU-Title III program, ABE/HS equivalency instruction and testing, Pell Grants, Perkins tribal postsecondary career and tech. program, continue efforts to restore the TCU-Head Start partnership program, and American Indian teacher/administrator training); Commerce, Justice, Science (NSF and NASA-TCU programs); Energy and Water Development (TCU initiative in National Nuclear Security Administration (NNSA) Minority Serving Institutions Partnership Program (MSIPP) designed to educate, train, and develop researchers, engineers, and technicians that will expand and diversify the STEM workforce in important technology growth areas); and Transportation-HUD (ongoing effort to restore funding for the HUD-TCU construction grants program that was part of the MSI University Partnership Program.)

ESEA reauthorization - Worked to increase the emphasis on TCUs in the Department of Ed - American Indian Teacher and Administrator training programs and inclusion of an amendment to allow TCU land-grants to compete in two Smith-Lever 3(d) grant programs (CYFAR and FRTEP), which are currently open to all other federal land-grant institutions. Discussions with staff regarding HEA reauthorization concerns, particularly a possible mandate that all colleges offer federal student loans in order to continue to participate in other federal financial aid programs (Pell Grants); and reauthorizing the Tribally Controlled Colleges and Universities Assistance Act (reauthorized in conjunction with HEA).

Continue efforts to expand understanding/recognition of tribal sovereignty and the federal trust responsibility to federally recognized Indian tribes and the Tribal Colleges they charter. Seeking to retain existing and establish new federal opportunities to increase the capacity of TCUs to better serve their students and communities. Ongoing conversations regarding TCUs vital role in educating/training the AI/AN workforce and achieving the national college completion goal; TCU eligibility and participation in federally funded programs open to institutions of higher education; and Native language/culture preservation/revitalization programs.
