Discussed several larger DBE program issues, including the legal and regulatory limitations on prime contractors abilities to help grow DBE capacity as well as the disparity between the pool of certified DBE firms and those actually able to participate as subcontractors on federal-aid highway projects.
Objected to the Department of Transportation's (DOT) pilot program regarding geographic-based hiring on federal transportation construction projects.
Objected to DOT proposed rule removing barrier to geographic-based hiring prferences.

ARTBA staff met with members of Congress to discuss myriad federal transportation issues, including the solvency of the Highway Trust Fund.
ARTBA urged members of the House and Senate to fully fund the United States Army Corps of Engineers navigation program for FY 2017.
ARTBA urged the House of Representatives and Senate to pass a FY2017 Energy and Water Development, and Related Agencies Appropriations Act to fund the U.S. Army Corps of Engineers navigation program.
ARTBA objected to the inclusion of a greenhouse gas tracking requirement in a MAP-21 performance measure aimed at freight movement and the congestion mitigation air quality program.

Urged passage of H.R. 33/S. 584, the "Small Business Regulatory Flexibility Improvements Act," which would require greater consideration of regulatory impacts on small businesses.
Asked members of the House of Representatives to cosponsor H.R. 2101, the "Prior Approval Reform Act." The legislation would repeal prior approval requirements for trade association political action committees.
